Columbia County Jail is a county facility operated by the Columbia County Sheriff's Office. Its departures follow several paths. A person may post security, receive recognizance or conditional release, complete a local sentence, leave after a dismissal or court order, or finish an approved book-and-release procedure. Other departures are transfers. A person sentenced for a longer or more serious felony may wait here before transport to the Oregon Department of Corrections. The difference matters. A community release ends physical custody at this jail, although a case or supervision may continue. A transfer ends Columbia County Jail custody but starts or continues custody elsewhere. Confirm Columbia County Jail Releases

- Read the charging court's register and judgment for security release, dismissal, probation, time-served credit, or DOC commitment.
- When the jail record identifies another custodian, verify through OOS, another county, USMS, BOP, or ICE as supported by the record.

Columbia County Jail Release Fields
The current roster is not the release record. It stops displaying a person after the live population changes and does not show a completed release time, release reason, or destination. A formal record request should identify the jail stay and ask for the fields that resolve those gaps. Use the maintained label rather than replacing it with a broad conclusion.

The sheriff does not publish a field dictionary, release-record flat fee, or online retention statement. Ask for electronic delivery, a cost estimate, and the legal basis for any withheld portion. Keep the retrieval date with every online result.

Routine paper copies are listed at $0.25 per page. The sheriff's fee page separately lists a $10 incident report, but that is not a published flat fee for a release record or booking photo. The custodian may estimate labor, review, redaction, media, or other actual costs and require prepayment. Ask to approve charges only above a chosen limit.
Oregon's response law generally requires acknowledgment or completion within five business days after the designated person receives a written request. The later processing rule is not a guaranteed delivery date. Pauses and exceptions can apply for clarification, staff availability, service impact, or request volume. A denial can be appealed to the district attorney through the county's stated denial process.
Columbia County Jail Custody Role
CCSO says the jail was built in 2000 and has a physical design capacity of 258 beds. The sheriff reports an average population of about 180 adults each day. The facility receives matters from Columbia County Circuit Court, Columbia County Justice Court, St. Helens Municipal Court, and Scappoose Municipal Court. It holds people awaiting trial and typical misdemeanor sentences of less than one year, while longer or more serious felony sentences often lead to an Oregon DOC transfer.

Operating partners include county corrections and administrative staff, MedTrust, Trinity Food Services, Securus, Keefe, Columbia County Mental Health, local police departments, and USMS. A service partner is not automatically the release-record custodian. CCSO controls the county jail event. Another agency becomes relevant only when the record identifies its authority or custody.
Columbia County Jail Transfer Records
The roster's `USM HOLD` notation is especially important. It indicates a U.S. Marshals hold in the local record. It does not identify ICE, prove a BOP sentence, or show that the person will leave for the community. USMS manages federal pretrial detention and movement, and a person may move from Columbia County Jail to another contract facility without ever appearing as a sentenced BOP prisoner.
For a state transfer, use the Oregon Offender Search after the judgment or CCSO record shows DOC commitment. OOS accepts a name or Oregon SID and may show status, location, photo, and a release-related date. It is updated periodically and is not an official record. Request a DOC face sheet or discharge material when formal proof is needed.
For a federal transfer, check the federal docket and contact the District of Oregon USMS for custodian-specific questions. BOP results are relevant only after BOP custody exists. An ICE check is appropriate only when an immigration detainer or transfer has independent support. Research found no state prison, federal prison, municipal jail, or ICE detention center physically located in Columbia County.

Columbia County Jail Book-and-Release
The sheriff's Bookings & Releases page is not a public release list. It describes an authorized procedure. An officer, deputy, or court may direct a person to report for booking, identification, a photograph, and fingerprints, followed by prompt return to the community. CCSO says the process normally takes an hour or less.
Processing is offered Monday except holidays, from 9:00 a.m. to noon, on a first-come basis. The person must bring the authorizing court paperwork, government-issued identification, and the Book and Release Form. Those details apply to this planned event only. They do not establish routine release hours for people already housed in the jail, and the page cannot be searched as a historical record.
A completed book-and-release still creates a booking event that should be tied to the court authorization. If proof is needed later, identify it as book-and-release in the CCSO request and give the appointment date. That avoids confusion with a longer confinement or a release following a sentence.
Columbia County Jail Release Context
Jail history helps interpret broad facility claims without proving any one release. CCSO reports that a 2013 levy and its 2020 renewal supported continued full staffing. Those funding statements should not be confused with the current 258-bed physical capacity or the reported average daily population. Capacity, staffing, and daily count answer different questions.

Property release is also separate from personal release. The adult in custody must submit an appointment request naming the recipient, relationship, and working telephone number. The recipient needs valid state identification. A property pickup cannot confirm that custody ended. In the same way, an inmate-fee payment question does not establish a release status.
